The Cost of Doing Nothing: What Ad Fraud Is Quietly Taking From Your CTV Budget

Somewhere between the media plan and the performance report, a chunk of your CTV budget is disappearing into inventory that never had a real person on the other end of it. Most advertisers have no idea how much, because the report doesn't show the whole picture.

“If we can’t verify it, we won’t run it. That’s not a tagline, it’s the whole reason Fraud-Free CTV exists.”

CTV grew up fast, and the safeguards around it didn't keep pace. Every dollar that moves toward streaming picks up another layer of vendors along the way, and not all of them are honest about what they're selling. Some of that is just imperfect and complicated. The most meaningful and impactful piece of it is fraud, built on purpose to look exactly like a real impression.

01

The problem no one budgets for

DoubleVerify's 2026 Global Insights report put a number on something a lot of media buyers have suspected for a while: connected TV fraud schemes jumped 140 percent in 1Q26 compared to the same period in 2025. That's not a rounding error. Fraud tactics are scaling faster than most verification stacks were built to handle.

In campaigns running with real protection, fraud rates stayed under 1 percent. In campaigns running without it, that number climbed to almost 9 percent. Same channel, same premium CPMs, wildly different outcomes. The difference was

Pixalate's research adds another layer. On some devices, more than half of the app bundle IDs they measured were malformed, unidentified, or outright fraudulent, meaning there was no reliable way for the buyer to confirm where their ad actually played. The most telling stat of all: less than a quarter of advertisers currently treat fraud or invalid traffic detection as a key performance indicator for their CTV campaigns. Everyone's watching completion rate. Almost no one's watching whether the viewer was real.

How the fraud actually works

Fraud in CTV rarely looks like fraud. It shows up as an ordinary impression served through a spoofed app dressed up to look like a legitimate streaming environment, or through a bundle ID that's been swapped so cheap inventory reads as premium. Layer bot networks on top, built specifically to mimic human viewing behavior, and you end up with a report that looks completely normal while a good chunk of it was never watched by anyone.

There's a simple reason CTV became the favorite target. It commands some of the highest CPMs in digital advertising, and fraud always follows the money. As streaming budgets grew, so did the incentive to fake the inventory well enough that most verification tools wouldn't catch it, and most humans reviewing a report wouldn't think to ask.

This is also why one-time checks don't cut it anymore. A campaign can look clean at kickoff and pick up fraudulent traffic three weeks in once a new app or device pattern gets exploited. Fraud protection has to run for the life of the flight, not just at the start of it.

Want to see what pre-bid filtering and live verification look like on a real media plan? Let's walk through it together.

03

Key takeaways

Catching fraud after the campaign is too late. By the time a post-campaign report flags a problem, the money is already spent and gone. Real protection screens out invalid and non-human traffic before a bid is even placed, not after the invoice arrives.

A clean-looking report doesn't mean a clean campaign. Spoofed apps and manipulated bundle IDs exist specifically to survive a casual glance at a dashboard. Genuine verification checks device, app, and viewability signals continuously, not just once at setup.

Every extra middleman is another place fraud can hide. The more vendors sit between an advertiser and the actual audience, the more opportunities exist for risk to creep in and for accountability to quietly disappear.

Transparency shouldn't require blind trust. You should be able to see exactly what got filtered out of your campaign and why, in plain language, not just a summary number that asks you to take someone's word for it.

04

The bottom line

Bottom Line

Ad fraud in CTV isn't a rare event anymore. It's a structural part of the ecosystem that grows right alongside legitimate ad spend, and it was built to be hard to notice.

Fraud-Free CTV exists to close that gap. Pre-bid filtering keeps fraudulent inventory from ever getting a bid. Real-time verification keeps watching for the life of the flight, not just at launch. And clear reporting means clients know exactly where their money went. On average, this approach saves CTV Media clients about 50 percent of the budget that would have otherwise been lost to fraud and unnecessary fees, not by spending less, but by making sure every dollar reaches a real person.

The advertisers who come out ahead usually aren't the ones bolting on another layer of technology. They're the ones willing to take a hard look at the partners they already work with and ask how many of them need to be in the chain at all. That conversation is uncomfortable sometimes. It's also the one that protects the budget.
